Introduction and historical summary about M. O .C

     The E .L .F (.France company ) started it's work in Missan oil fields on 70^th decade of the past century . These fields were( Fuqa ,Bazergan,and Abo Gareb) .Anew company was formed after a short time which was called E .L .F .Iraq .The  worker for this company were from Iraq and France according to the ( Deputy _ system)

 The work of this company was in Bazergan and it's small office was in Baghdad at AL- Alwiah locality .It's D .G . was from France and his  deputy was from Iraq . They worked in Baghdad  office .The  Iraqi government received  the work from E .L .F .Iraq on July 1977 . Missan oil fields was joined to  general  institution of south where it's center was in Baserh . It was called a general directorate, after two years. It was changed to department because of the  dangerous politics of the previous regime in addition to the war between Iraq and Iran, then it was  joined with  corporation of operations  in S .O. C .

Scope

1 . To develop  the production and non- production fields , study  the explored and unexplored classes to increase the production  in range of ( 5000000 to 600000) b .d .

2 . Missan province will be the second  province in  production of oil during a few next years by giving the true roles to the natives who will run the oil sector in the province                                                                    

3 .Development the infrastructure in the province and improve the economic case of this province which was neglected from the  governments because it's people struggled the bad governments .

4 .The federal government  encourages the local governments to use the national fortunes   for developing the infrastructure of the Iraqi provinces.

THE REASONS WHICH HELPED IN FORMING M .O .C.

A .The  activities of S .O .C .are huge .The activities of this company covered a large area of  Iraq .This area       lies from Al- Aumia port at the Arab gulf in Bassrah up to  Missan oil fields, Al- Nassserya fields , Al- Graf- fields and the middle- fields . This company has a very long pipe- line and a number of stations on this  line which ended in Hadetha .

B .Difficulty of controlling on activities  due to bad transportation and the ancient of  bad communications net in a addition to  bad  security case

 and sabotage- actions encouraged us to make a strong protection so as to keep our oil enterprise safe .

C . The large number of workers for this company which was nearly about 17000 personnel led to a difficulty in management  and controlling the work .

D . The partial failure in management of the major companies  curges  some OPEIC  countries such as Iran , Libya  and Arab –Gulf countries to part the major companies into  semi companies  so as to be controlled on and success in their running, such as Iran parted The N .C .to Karoon .C ,Maroon .C and Masjid-Sulaiman .C .

 E . The success which E .L .F  achieved  in it's work . This company completed the

This company completed thedevelopment of Bazrgan ,Fuqa  and Abo –Garib fields .It succeeded in controlling the activities of work as well.

THE STUDYING AND SEARCHING TO DEVLOPE M . O. FIELDS

There is a number of Iraqi and foreign study which spent amount of million of dollars ,such as the  Italian

 Study that  aim's  to develop Halifya –filed and Al- Nassrya-field . The Russian study that intends to develop Bazrgan-field and there is a number of study prepared  by Ministry Of Oil  ready to be  carried out . At last, we must remember Mr.  Moujid Abd Al – Zehra who passed away in  2002 , He prepared a study to the Ministry Of Oil about the same subject .
